The U.S. Marshal`s Office and the U.S. Marshal`s Fugitive Apprehension Strike Team (FAST) arrested a man in Gilliam, Louisiana, Tuesday afternoon on a warrant from Lexington, South Carolina. Elvin Ballard, 47, of Gilliam, was booked into the Shreveport City Jail on a charge of being a fugitive for failing to register as a sex offender with the Lexington County Sheriff`s Office in Lexington, South Carolina. It is believed that Ballard has lived in the Shreveport metropolitan area for the last three years and in Gilliam for about the last seven months. Information obtained during Operation Falcon a few weeks ago led the FAST team to Ballard`s location. Ballard is required to register as a sex offender for life for a conviction of criminal sexual assault in which he required his mother to perform sexual acts on him.
