Shreveport native, Tim Edwards, has big dreams for the Bossier City Boardwalk. "I just feel like education needs to be taught a certain type of way to turn our system around, because it's not successful."

Wanting to fix those problems, Edwards explains his plans for a new, unconventional library. "When people come in and they study, they'll have mentors. People that if they need help with their homework or things like that they can ask for help and we'll sit down one on one."

The multi-million dollar facility, overlooking the Red River, will be in a grassy spot next to Bass Pro Shops; featuring lounge areas, a restaurant, social networking space with wireless Internet, a fitness center and an indoor water park for kids. "You know Louisiana is hot and I just believe to bring the kids in and give them something positive they can look forward to."

The Soul Winner University Library is still in the planning stages. With a modern look of high ceilings, large glass windows and solar panels to save on power, Edwards hopes to appeal to a wide audience. "It would draw people in. It would give them a concept of life, to where they can apply it to every part of their lives and they can be better in schools, they can stop all the violence in the streets, all that can stop."

He hopes to start building by the middle of next year.

Buffalo Wild Wings on the Boardwalk has hosted monthly fund-raisers enabling Edwards to raise money for things like books, computers, tables and chairs. He is working on getting grants from the Bill and Melinda Gates Foundation and other non-profit organizations to cover the bulk of expenses.
