Cell Phones Banned in School Zones

On September 1st a new Texas law goes into effect banning the use of cell phones in school zones. The only problem, police can't enforce the law right away. In Texarkana officials plan to spend between $5,000 and $10,000 to post the signs. City workers say erecting dozens of signs in every school district across Texarkana will take weeks.
So why the delay? City Sign Department director Ken Nettles says there are strict guidelines from the Texas Department of Transportation governing how the signs are erected. Everyting from size, to placement, and location have to be according to specific rules by TxDOT.
Motorists we interviewed for this story agree with the new law. Arthur Lafayette is a grandfather to 21 and says he would be devastated if someone ran over any of them. Lafayette believes the new law will protect his, and other kids in school zones. City leaders say they hope to have the signs up as quickly as possible.
