A new city manager for Texarkana, Texas, hes already a leader in the city. Dr. Larry Sullivan has given up his post at T.I.S.D. to take on the challenge of city government. "It has not been an easy task, but our city is fixing to move on to a new level of excellence," Texas side Mayor James Bramlett announced to a crowded conference room. Dr. Larry Sullivan, former T.I.S.D. superintendent, was voted in to oversee the city and his right hand man, James Henry Russell, was announced as the lone applicant for Sullivans seat. "This is really proof that the right decision has been made, with all the support. Everybody has a permanent smile on their face,"says Council Member Brent Stewart. Sullivan told the crowd his work as city manager started right away, with two meetings scheduled for Monday afternoon and pressing issues at hand. "For me, a pretty significant learning curve. We have a budget to prepare. We have a police chief situation to deal with. We have good people and youll see improvements immediately," he says. Russell had the same attitude about his new post, just excited to be a part of the important transition. "Thirteen years ago, if you would have told me this would be a possibility, I would have never believed it." New leaders for Texarkana, Texas, pressing toward the future. "I am looking forward to working with Dr. Sullivan," Council Member Derrick McGary says. "Leadership is getting the right people on the right bus, on the right day, and at the right time," says Sullivan. By law, Russell must stand as the lone applicant for 21 days before a transition to superintendent can be considered.
