Sex Offender Arrested For Failure To Register

Shreveport Police have charged a South Louisiana man again with failure to register as a convicted sex offender. Frank Coupel Jr., 35, specific address unknown, was booked into jail Monday afternoon after patrol officers came into contact with Coupel at a location in the 400 block of Egan. Coupel had been arrested in February at the Pelican Haven hurricane shelter for failure to register. However, that charge was dismissed. He was arrested again in June by SPD for a St. Bernard Parish warrant for failure to register. Coupel was sent back to Chalmette to face that charge, where he remained in jail until June 26. Coupel has a 1997 conviction for carnal knowledge of a juvenile that occurred in St. Bernard Parish and therefore, is subject to registration.
