Body Found Outside Bossier City Apartment Complex

Bossier City Police are investigating the cause of death of a woman found lying in the parking lot of the Heritage Village Apartments. Sixty year old Joyce Owens Washington, who is a resident of the complex had trauma injuries to the head. She was pronounced dead at the scene. As the Bossier City Fire Department was leaving the scene, they found a man on the side of the road with injuries to the leg. Police say seventy five year old Billy Waller, who is hearing impaired and also a resident of Heritage Village was found with a note attached to him stating that he had found Washington earlier crawling in the parking lot and was trying to flag down someone to help.
Waller was struck by a passing vehicle while trying to get help. Nineteen year old Brian Marshall confessed to police later that afternoon that he hit Waller and he is charged with felony hit and run. Waller was transported to LSU-HSC with non-life threatening injuries. Police are waiting on Washington's autopsy to determine the cause of her death. Foul play has not been ruled out in this case.
