Shreveport Police say proposed parking permit ordinance difficult to enforce

The Shreveport City Council debates a proposed ordinance that would give residential parking permits to people living near C.B. Byrd High School.
There has been a parking issue at the high school for years. Currently, there are "no parking signs" on streets near the high school. This has been ineffective because it prohibits residents from parking in front of their homes in the mornings.
Councilman Jeff Everson has introduced an ordinance that will create the possibility for residents to petition to make their block a residential permit parking zones. The permit would exempt that person from complying with parking time restrictions.
During a public safety meeting Friday, members of the Shreveport Police Department said the ordinance would difficult to enforce.
"We need to make sure definitely those permits go to the right people," said Sgt. Bill Goodin, of the Shreveport Police Department.
"That we don't have a student circumvent the system in some way to obtain one of those permits. Are those permits going to be transferable? There's several questions that need to be answered."
The proposed ordinance has been tabled for several city council meetings. Council members and Shreveport Police say they are going to meet with the Caddo Parish School Board.
They said the parking issue would best be solved it the school board built another parking lot for students.
