Could council or the Dog Park Alliance take the mayor to court?

Mayor Cedric Glover's stance for the dog park to be funded through the Red River Waterway Commission remains unchanged. The mayor has always said he believes the Alliance is competing for the same funding dollars as the city. He says the money could be better used to service other projects in the city.

In the city's charter it say the mayor "Shall sign all contracts, bonds, or other instruments or documents requiring the assent of or execution by the city."

He has not signed the cooperative endeavor agreement to accept funds from the RRWC.
In the charter, there is no timetable for a signature nor is there an explaination of what to do when council and the mayor remain deadlocked.

The city council clerk says it's possible for council to take the mayor to court. But would they want to?
 Councilman Oliver Jenkins weighed in.
"Absolutely no. I think It'd be terrible to waste the city's resources. We could end up with two attorneys both on the city's dime. It Wouldn't be a very good use of our resources," Jenkins said.
