"There were not proper documentation for many of the charges. About $450,000 of the $670,000 in charges did not have proper documentation for either the expenses or the hours that work was supposedly put in," Frank Neuner said.
Laborde & Neuner is the law firm that conducted the audit.
"Clearly there was work done but we have no idea if the work took all the time that he charged the hours for. That's the real issue," Neuner said.
