Texarkana Bans Chaining Dogs

 The new law is being met with mixed reactions.  Some say it's long overdue, while opponents say the city should leave it up to dog owners.  The measure will force dog owners to either build a fence or bring their animals indoors.

De Smith says not everyone can afford to build a fence.  Smith also says people who rent can't build a fence for their dog even if they could afford to.  She thinks it should be her right to choose how she keeps her animal.

Vicki Melde with the City of Texarkana says the whole idea is to prevent animal abuse and improve pets' quality of life.  Melde says it's all part of being a responsible pet owner.  The city will delay enforcement of the new law while literature is distributed to inform the public.
