Bossier City authorities are still investigating the death of 60 year old Joyce Washington. Washington's body was found, on Monday, in the parking lot of the Heritage Village apartment complex in Bossier City. Washington sustained head injuries, and it is still unknown if they were accidental or intentional. Billy Waller, who is hearing impaired, ran into the street in an to attempt to get help and was struck by a car. 19 year old Brian Marshall was driving the vehicle that hit Waller. Marshall later turned himself in to the police on Monday. Waller is now in critical condition.
