"My first bill for insurance was a thousand dollars," Russell Wingfield said.

Russell Wingfield is a cancer patient. He makes a living doing freelance video production, and a lot of times he doesn't have insurance through a company. He's proud to stand behind two measures from Shreveport Rep. Barbara Norton.

The measures would require that state's medicaid eligibility standards to conform to the Affordable Care Act.

Governor Bobby Jindal has continued to deny Louisiana's participation.

"Why is it that Louisiana has not already accepted the healthcare. We are the second poorest state in the nation. We cannot afford to pay for another state to receive funding," Norton said.
