A senate bill right now but in less than a year bill 405, witch stipulates that an owner can be put in jail and fined if their dog injuries or kills another person could be Texas law in a matter of months. Animal control expert Evelyn Sepulvado says this bill is needed to help combat other issues. "I think the biggest problem might be the leash laws." In particular where there aren't leash laws, like every county in Texas. Sepulvado says laws like these wouldn't be needed if more owners took responsibility. "People who know their dogs can be aggressive or can be vicious need to be held accountable if they allow their dogs to run at large." Alicia Vellasquez only moved to Marshall three months ago, but having two dogs meant immediately putting up the correct fencing. "That way if the mailman comes or even the garbage collector you know they don't get around and scare the mailman." The law will go into effect this September if passed.
