Bossier police are investigating a Monday afternoon motorcycle crash that killed a man. Joseph Smith of Bossier City is charged with negligent homicide after slowing down to make a u-turn to cross the I-20 median. Witnesses say the driver of the motorcycle was driving at a high rate of speed and weaving in and out of traffic before the crash.
