Shreveport company under investigation; possible fraud

Analytical Logging is at the center of an investigation. The company is supposed to take water payments from people who live along Wells Island Road and pay that money to the city of Shreveport.

One woman who lives along the road, but didn't want to go on camera has shocking revelations about the companies payment.

"This is an old system and the deal is everyone pays Analytical," she says. "Analytical then turns and pays Shreveport, but Shreveport says they have not been getting paid."

She found out there were payment problems in April of 2011. That's when she stopped paying Analytical and started paying the city herself. That resulted in receipts that show anaytical's lack of payments.

"And at that point, the balance was high," she says. "I think it was maybe $7,000. And I have noticed each and every month when I go to make payments, it climbed $7,000, $9,000, $11,000 and now resulting in $24,000 at this moment."

Caddo Parish Commissioner Michael Williams says the company owes the city $24,000.

Businesses in the area, like Red River Plumbing Specialists, have been paying water bills to the company as well. Now, everyone is looking for answers.

"Each residence and business pays Analytical monthly, and why that money hasn't made it from Analytical to Shreveport city, I can't say," the woman says.

NBC 6 tried to call and talk to owners at Analytical today, but were told by the receptionist that they weren't available.
 
She wouldn't tell us her name, and says she's not answering any questions.

Shannon Gould lives along Wells Island Road, and says she's heard horror stories about Analytical.

"I've heard stories about them raising rates on people and everything," says Gould.
 
She says this is the exact reason she's on well water.
 
Commissioner Williams says this incident has sparked the investigation of every agreement between the city's water department and other companies. More will be revealed as the investigation continues.
