32-year-old Wesley Dwayne Lowe and 34-year-old Catherine Murray Lowe are behind bars. Charged with negligent homicide in the death of five-year-old Anna Celeste Lowe.
"Her own father and I just never thought in a million years that this would happen to her," explained her mother. "That was the last time I would see her, would be in a body bag."
Anna's biological mother Jamie Mercer is deeply saddened after hearing of her child's death.
"Her older brother and sister didn't even get to say goodbye," said Mercer.
Mercer claims Anna suffered abuse from the couple before. She tried to stop it, but Wesley Lowe prevented it.
"She wanted to go home and I wasn't able to bring her home," said Mercer. "Because of the protective order he put against me."
Bossier Parish investigators said the dad and step-mother ignored warning signs, that include little Anna being blue in the face.
"Don't know what happened, but she recieved an injury, after that injury the nature of the injury," said Undersheriff Doyle Dempsey. "Should have told these parents, this child needs immediate medical attention and it was not provided."
Dr. John Chandler added, "Usually rigor mortis, unless its a very cold environment will start approximately two hours. Give or take a little bit of time after the moment of death." Meanwhile Mercer tries to piece together this tragedy, "S
he was a perfect human being, she loved everybody and she did not meet a stranger."
