Former top Shreveport official arrested for rape    

 

    Police today arrested a Shreveport man in connection with a reported sexual assault that allegedly occurred last week in downtown Shreveport.

    Rick Seaton, former assistant chief administrative officer for the City of Shreveport, was taken into custody by Shreveport police this afternoon, charged with one count of forcible rape.

   Just after 3:00 p.m. this afternoon, 43 year old Richard A. Seaton, Jr. surrendered himself to investigators at the Shreveport Police Complex. Detectives had obtained a warrant for Seaton’s arrest charging him with one count of forcible rape. Seaton, of the 500 block of Atkins Street in Shreveport, was booked into the Shreveport City Jail. His bond is set at $150,000.

     The charge stems from a report received by the police department on the evening of December 27, 2010, when Shreveport Police patrol officers were dispatched to Sam’s Town Casino and Hotel in the 300 block of Clyde Fant Parkway relative to a sexual assault. Upon arrival there, officers contacted an 18 year old female who advised that she had been sexually assaulted by a male suspect at 505 Travis Street, the address of Shreveport City Hall.

     The victim, a resident of Florida, was in Shreveport for the Independence Bowl.

      In the early morning hours, a Shreveport Mayor Cedric Glover sent out a news release announcing Seaton’s termination, effective immediately. “The termination,” the release said, “comes as the result of an ongoing criminal investigation by the Shreveport Police Department.”

     Minutes later, a news release from the Shreveport Police Department was sent out detailing an investigation on an alleged sexual assault at 505 Travis Street.

     Seaton, a Republican, was one of the first appointments made by Glover after winning his first term in 2006.  Glover named Seaton as one of two executive assistants to the mayor, replacing Archie Hall, who had held the office during the two terms of Glover’s predecessor, Keith Hightower. Prior to going to work for Glover, Seaton was a restaurant owner, had served on the Metropolitan Planning Commission, and in recent years had filled a term on the Caddo Parish School Board.
