According to police, burglaries are up more than 7% this year from last.  Detectives tell NBC 6 juveniles are responsible for many of those crimes.  The reason, there's no juvenile detention center in Texarkana.   The old center was shut down.  Now police have to find a bed before a juvenile can be picked up on outstanding warrants.  The lack of a lock up is leaving some to prey on innocent victims says Sgt.
